
When I read the headlines of Sinaran daily bulletin on 21.08.2009, my sympathy goes to Hon. Dato’ Abu Hassan Sarif, a four term state assemblyman for Kota Siputeh whom I have known personally when I was the District Officer of Kubang Pasu twenty years ago. Eleven years ago he went for an angioplasty procedure at Penang General Hospital a week after I have mine at the same hospital. He was with the Telecoms before he was elected as the State Assemblyman for Kota Siputeh.
Hon. Dato’ Abu Hassan Sarif has survived the political tsunami of 2008 and I do believe that he is still in the state of denial whereby he has failed to realize that there is no more friendly Speaker to the BN Assemblymen in the state. He has inadvertently provided live bullets to the enemy. The Hon. Speaker has wisely placed the ball on the feet of the Election Commission.

Perkara 51, Undang-Undang Tubuh Kerajaan Kedah Darul Aman:
“Jika mana-mana ahli bagi Dewan Negeri tiada hadir di dalam Dewan dengan tiada kebenaran Yang Di Pertua di dalam dua kali mesyuarat berturut-turut maka tempatnya itu hendaklah menjadi kosong.”
Article 51, The Laws of the Constitution of Kedah:
“If any member of the Legislative Assembly is absent from the Assembly without leave of the Speaker for two consecutive meetings his seat shall become vacant.”
Peraturan 87 Peraturan-Peraturan Mesyuarat Dewan Undangan Negeri Kedah Darul Aman:
“Dengan tidak menyentuh perjalanan Perkara 51 dalam Undang-undang Tubuh, seseorang ahli itu hendaklah memberitahu Setiausaha dengan seberapa segeranya jika ia tidak dapat menghadiri sesuatu mesyuarat Dewan.”
Standing Order 87, Standing Rules and Orders of the Legislative Assembly of the State of Kedah Darul Aman:
“Without prejudice to the operation of Article 51 of the Constitution, a member shall acquaint the Clerk as early as possible of his inability to attend any meeting of the Assembly.”
